In a large mixing bowl, blend flour, baking powder, salt, cumin and allspice. In a small bowl, beat together milk, egg and olive oil. Add to dry mix and whisk to blend. Stir in corn, onion and bell pepper. In frypan, heat 1-1/2-inches of oil over medium heat until hot but not smoking. Drop batter by tablespoonsful into hot oil, frying 4 at a time. Fry, turning occasionally, until golden brown (about 2-3 minutes). Remove from pan and drain briefly on paper towels. Keep warm in a 250 degree oven until all batter is cooked. Serve hot or warm.
