Prepare quinoa as directed on package. Remove from heat and fluff with a fork. Meanwhile, in a large serving bowl, whisk together lemon juice, vinegar, olive oil, lemon zest and salt. When quinoa is cool, add to bowl with remaining ingredients; toss to coat. Serve at room temperature or slightly chilled.
